I’ve had a similar problem on vista but I solved it by finding and installing drivers I had found on the Internet. On Vista drivers system sees modem as multifunctional modem, but it has to be be seen as simple modem. Marked as answer by Mark L.

Can you test the device with other Ubuntu computer and see weather it can detect?. I have tried your instruction.
